It is not that the festival is not celebrated in these cities, rather, banks in these RBI centres are not required to close. Janmashtami is not included in the RBI matrix and government holiday lists even in Delhi, although it is listed as a government office holiday by the Central Government (DoPT).

For the other states (Delhi, UP, Rajasthan, Gujarat, MP and NE region), banks will be working on 14th September.
On 15th September: The next day, September 15 (Tuesday), is a bank holiday in Gujarat for Samvatsari (Jain festival that celebrates the end of Paryushana) and in Odisha for Nuakhai (Harvest festival). These are different festivals from Ganesh Chaturthi.

September 21 (Monday), Assam and Kerala
Assam: Srimanta Sankardeva Tithi (Birth/Death Anniversary of the Vaishnavite saint & cultural reformer). The centre in Guwahati was closed by banks.
Sree Narayana Guru Samadhi Day (Death day of the social reformer) in Kerala. Banks in Kochi and Thiruvananthapuram centres closed. This is different from the Sree Narayana Guru Jayanti (Birth Anniversary) on September 26, which is the 4th Saturday.
September 22 (Tuesday), Jharkhand
Karma Puja (Karma festival) is a significant festival of the tribal community. The banks were closed at the Ranchi centre.
September 23 (Wednesday), Jammu & Kashmir
Birthday of Maharaja Hari Singh Ji, the last Dogra ruler of the princely state. The banks shut at Jammu and Srinagar centres.
September 25 (Friday), Sikkim
Traditional festival, Indrajatra. The banks at the Gangtok centre were closed.
The week of Sept. 21-27 may be a week off for some residents of these states, when combined with the 4th Saturday (Sep. 26) and Sunday ( Sep. 27). Schedule branch visits as appropriate.
Saturday Rule in September 2026
September has no 5th Saturday. The 2nd/4th Saturday closure rule applies uniformly across all states under Gazette Notification S.O. 2285 (August 20, 2015). The 1st and 3rd Saturdays are regular working days unless a separate holiday falls on that date.
In Assam, September 12 (2nd Saturday) also marks Tithi of Srimanta Sankardeva, both the Saturday rule and the state holiday apply, but the closure is a single day regardless.
